Trying to add new Apple ID on subject IPad. It continues to message back unable to add at thi time. I have reset the iPad multiple times but get the same message when attempting to add the Apple ID. Does anyone have a clue what is preventing me from adding/ creating a new Apple ID? Thank you

Most of the times this is prevented by two factor authentication. The iPad 2 is not capable of giving verification codes to log in.
You will need to go on another Apple device to settings>your name>password and security> Get verification code
Now on the iPad 2, place this code instead of your Apple ID password. If all went well, you can login now
