Leaving the country
Is there a way to notify Apple that you’ll be leaving the country, so they don’t think it’s suspicious activity.

No, they do not need to be made aware of your travel plans. The transaction approval process is all automated and uses advanced algorithms to detect fraud etc.
Obe would have caution though is to make several smaller purchases before attempting a large first purchase. Making a large purchase in a foreign country first thing, is a common practice of credit card thieves etc.
