Safari is part of macOS, updated when macOS is updated, and is not updated separately.
What error or issue (or mis-configured website?) is suggesting a Safari update?

If you’re running any recent version of Mac OS, you likely will not need to update Safari for any reason. Otherwise, as someone else stated, Safari is a core component of Mac OS, you can go to system preferences >> system update. And then you can run a manual update and if there’s no safari updates listed, then you have the latest version supported by your Mac. Hope that helps!
If updating Safari does not resolve your issue, then I suggest installing another browser such as Firefox to use for those problem sites.
