I'm running High Sierra 10.13.6 on my MacBook Air but I can't seem to update Safari beyond 13.1.2 (I need Safari 15 for a banking website!!). My Mac says that no updates are available.

Safari version 13.1.2 is the latest one available for the latest High Sierra release, which you already have.
You can use a different browser such as Brave, available here: https://brave.com/ otherwise you will need to purchase a newer Mac capable of running a newer version of macOS.

Back up your data, check the application compatibility table, click here, and if your MacBook Air is a 2012 or newer model, then on the download link for a more-recent OS. Alternatively, use a web browser such as Firefox for that website.
Catalina and above won't run 32-bit software; if you choose one of them, use Go64 as well.
