Is it possible to back up my iPhone 13 without using a computer (because I don’t have one) to an external hard drive so that I can do away with the iCloud back ups?
what kind of external hard drive can do this? And can it be powered by and written on with my phone?

No. You must either backup to iCloud or to a computer.
No. You must either backup to iCloud or to a computer.
Even if you had a computer.......(you don't)......you could not back up directly to an external hard drive without doing some really fancy programming that may nor may not work.
Manual backup without computer or iCloud.
