Safari 13.1.2 in High Sierra used Internet security protocols (TLS) and content technology circa five years ago, and most modern websites have upgraded the minimum security protocols that they will accept from browsers. That leaves your outdated version of Safari considerably behind current security standards which may either reject connection attempts, or present current web content incorrectly because it was not implemented in Safari 13.1.2.

The simple solution is switch from Safari 13.1.2 to current browser technology that meets today's security and web content requirements. That may be your choice of Firefox 15.0.1 or Brave Browser 1.52.130 or later.
