VikingOSX says: "You can drag/drop a single page PDF onto a Pages document and it becomes a document object whose content you cannot alter beyond resizing and positioning.”
How can one do this? Can it only be a single page or can a document with multiple pages be dragged and dropped on a PDF page?

In the Finder, locate, drag and drop a single-page PDF onto an open Pages document. Yes, it can be multi-page, but all you will see in Pages is the first page of the PDF — with no access to the remaining PDF pages, and the additional PDF pages adding bloat to the size of the Pages document.
Alternatively, if you have a PDF opened in Preview on macOS Ventura 13.4.1, you can drag and drop a PDF thumbnail from Preview directly onto the open Pages document. You can do this with additional PDF thumbnails if needed.
As I have stated before, once the PDF content is in Pages, you cannot open it with a PDF reader.
