Data roaming profile

I have unlimited mobile data in country A. I am capped when I roam in country B by a fair use policy. I’d like to make no data download distinction (between mobile and WiFi) when in country A but turn off the most data consumptive apps when I’m in country B thereby limiting those apps to WiFi. Is there an easy way to implement this other than doing it manually in settings > mobile service each time I roam into country B ? Or to use low data mode in mobile data options ? Ideally there’d be a profile option or a shortcut ?

Open Shortcuts App.
Go through Shortcuts User Guide - Apple Support
See the pic below which has a process to Automate the task of enabling or disabling Mobile Data or Wi-Fi
Choose Option 1 or 2 based on your requirement
1. Mobile Data On/Off - 1, 2, 3, 4, 5, M1, M2, M3, M4, M5
2. Wi-Fi On/Off - 1, 2, 3, 4, 5, W1, W2, W3, W4, W5
