I have the camera app turned off by Screentime and only turn it in on when I choose to use it. Recently when I went to turn it off the app shows on the home and Lock Screen and is accessible. Never encountered this before and was wondering if anyone else has or have any ideas?

Same problem for me. In the past the camera app would be removed from the screen and I too have never used "downtime".
I just checked on iOS 16.7.5 and switching off Camera in the Allowed Apps does remove it from the screen so it cannot be used. So it may be a different iOS version you are using or another Screen Time setting that changes this behavior.
It will not be accessible only during the downtime set under Screen Time restrictions..
Thanks for your reply but I never have turned my downtime on in the past and it has always not been accessible. All the other apps turned off in the screenshot are not accessible which I want.
