Cannot rearrange displays

I've set up a 2nd monitor with my MacBook Air M2. The monitor works fine and I can move windows to/from it. It's physically on the wrong side of the MacBook and I cannot get Settings/Displays/Arrange to work. From there, I can see the display and even change the resolution, mirrored/extended, and other parameters. I just cannot drag the display. Period. Here's what I've tried:

  • Used a different display - same behavior.
  • Changed USB-C cables - nothing.
  • Started in Safe Mode - no change.
  • Reloaded the OS - zip.
  • Created a new admin user account - same.
  • Started new admin user in safe mode - nada.
  • Checked for startup items that might impact this - nothing out of the ordinary
  • Tried all this on my MacBook Pro M1 - same problem.
  • Searched the internet for help - nothing recommended works.

PLEASE HELP - this is driving me crazy!

MacBook Air 15″, macOS 13.4
