Setting running 24/7

this has been happening for a while now, but according to my screen time my settings shows that it has been used 24 hours a day everyday. I have tried restarting my phone but that has not helped. If it was another app, I would just insist all it and reinstall it. Any help would be great.

I have an iPhone 11 and I got it about a year ago.

From the bottom of the iPhone screen swipe just halfway up the screen. This will bring up the most recently used apps and you can slide any recently used up to force close it. See if the Settings app is one of those apps.
