You are not talking to Apple here, only to other Apple customers. if you want to cancel your iCloud plan, you need to contact Apple.
If your Mac (or Windows PC) and your iPhone were on the same plan as the iPhone was, you can cancel the iCloud plan using the directions in the Apple Support article. Otherwise, see here:
