How can I create Apple ID when I have exceeded the number of new Apple IDs you can set up with iCloud on a single device in one year.

You would need to create it outside of the iPhone. There is no real reason for it to need to be created on the iPhone directly.
Go to https://appleid.apple.com and create it there, then use it to sign in to the iPhone.
If you still see the message, then do what the support document you posted from, and contact Apple support directly there is no way to bypass the restriction on your own.
Why are you creating so many Apple IDs on the iPhone in one year?
Why are you needing to create a new Apple ID anyway?
You should strive to keep one and only one Apple ID, active, and accessible always and as much as possible.
