Has the Issuer of the PDF ( Credit Card Company ) created the PDF wherein the End User ( you ) do not have permission to change, edit or otherwise modify the PDF ?


It would seem that way, as a Password is required and only the Issuer knows what that password would be


Most Financial Institution I deal will, do exactly that.


They Lock Down their file.


Add on - you may try Make a Copy of this file from within Preview


Is some cases, they may or may not remove the Password Requirement
