If I only had contacts backed up, why can’t I find them?
i didn’t have my iPhone contacts backed up to my iCloud, is there anyway for me to retrieve them?

Your contacts are synced from an email account. If you do not have your contacts saved in iCloud, check your various email accounts to see which ones are syncing your contacts. From your iPhone, go to Settings > Mail > Accounts. Tap on each account to see which one has contacts enabled.
Go to Phone app > Contacts and choose Lists from the top-left corner. To see which accounts are shown there.
