So as the title says, I accidentally deleted my contacts and I don’t have a backup stored in iCloud. I went here for help but all of the answers just said to go to iCloud and download them from the backup. The problem is, I don’t have a backup and none of them are saying what I should do if I don’t.

No contacts aren't part of the backup as they are synced to whatever mail or cloud account you use.
You sign into your icloud account on a web browser and restore contacts there, ONLY if you synced to icloud.
If you synced to your mail account ask them how to restore contacts.
