Flagging of emails in my Mac's Mail app isn't working

Mail flagging (at least) is messed up. Mails I flag don't show up in the Flagged folder, and that folder indicates some number of flagged messages of a given flag color, but when you look in the folder, it's empty. Right now it shows a total of 5 flagged emails, but on my other devices it's more like 10-12.

This function is working correctly with the same mail accounts on my other Macs, and on my iPhone and iPad. Is there something like rebuilding a database that I can do to try to restore functionality? Any other ideas?

It has been doing this across the last few upgrades.

Machine: MacBook Pro (15", 2017)
OS: Ventura 13.4.1

Thank you! Interestingly, just rebuilding the the iCloud mail account didn't do it. Then I tried rebuilding the Gmail account (I have five accounts altogether). This didn't help either, but I noticed other things looking amiss (mixed up icons in the "Force Quit" dialog, for example) that made me think I should reboot the Mac entirely. Mail took a long time to shut down, but when it finally came back up, the Flagged folder started populating again, and from when I can tell, it all looks good now.
