Loosing iCloud photos message from Apple says....why?

It is important to keep in mind that iCloud is not a storage system, but rather a syncing service. In other words, it allows you to keep all your data synced across all your devices.
When it comes to photos, iCloud Photos allows you to store the high resolution copy of your photo on iCloud, while being able to see it on all your devices signed in with the same Apple ID.
This does mean that if you delete a photo from one device, it deletes it everywhere.
