The ring sound for incoming text messages of emergency contacts is always played, regardless of the phone's mute status.
This is good, but the sound seems to be played at maximum volume.
Is there a way to reduce the volume of this sound?

You'll want to adjust the volume for calls in your settings.
1. Go to Settings.
2. Tap Sounds & Haptics (on supported models) or Sounds (on other iPhone models).
3. Turn off Change with Buttons.

You can also check the volume by opening Contacts > select the emergency contact > tap Edit > Ringtone or Text Tone > then you can adjust the volume with the volume up or down buttons here.
