I'm re-adding a 2019 27" iMac (Ventura) to the network. It will be used by a couple of people intermittently for different tasks, essentially as a spare. It will have a Creative Cloud license, but not any Mail or 'other devices' to sync with. I'd like to use a generic name, like 'Mac 4', and no associated Apple ID.
Is that feasible?

Yes. When you configure any workstation, and it asks your Apple ID, you can simply hit command-Q.
That will ask you if you want to skip this step, and you can.
The down side is configuring Find my Mac is a little more difficult, but the upside is you aren't limited to have one user hog the accounts.
Generally I don't use it when setting up my Mac, as my AppleID is linked to some features on my wife's machine, and MFA kicks in and surprises my wife unless I tell her what's going on.

Sure, but you can also set up a "generic"Apple ID too.
