Iphone won’t load videos

Ive been having this issue for a while, Ive updated my phone, changed the optimize storage option, I have sooo much storage left and my wifi is stable. Its not on low battery mode and I have literally tried so many things. its also happening to my snapchat videos as well, I cannot see those videos unless i save it in the chat and I cant click on it or it wont load.

Anybody have any other advice???
