Sounds like you're not able to get any type of internet connection on your iPhone, even though you have cellular service and it shows you're connected to Wi-Fi. 2.) Check for VPNs or configuration profiles that might be enabled or added to the devices:
-Check VPN (Virtual Private Network) and third-party software to help resolve network connectivity issues - Apple Support
-Install or remove configuration profiles on iPhone - Apple Support
3.) You might need to also try resetting your Network Settings. Tap Settings > General > Transfer or Reset iPhone > Reset > Reset Network Settings. This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you’ve used before. If you're using iCloud Keychain, these settings are also removed from other signed-in devices.
Also, if you have any pending updates available for both devices, it would be a good idea to install them.

1.)Back up your device using iCloud or your computer.
2.)Plug your device into power and connect to the internet with Wi-Fi.
3.)Go to Settings > General, then tap Software Update.
4.) If you see more than one software update option available, choose the one that you want to install.
