It's not completely clear when you say non Apple email, who you're wanting to add to your Family Sharing group, so we'll cover possible scenarios here.
The person you want to invite to Family Sharing must:
1 - An active Apple ID (it doesn't matter what email service they use)
2 - The person will need to have an Apple device, signed in with their Apple ID that was used when invited by the family organizer.
3 - The person will need to be in the same country/region as the family organizer since available options can vary between locations.
4 - And depending on what the country or region requires, they most likely will need to be 13 years of age or older.
