Why did all my photos prior to 2015 disappear? And how do I get them back. This is so strange. I followed they photo stream instructions and everything was spot on. Anyone have suggestions here?

I had all of my photos on my phone and also uploaded in my iCloud storage, as I mentioned that I pay for iCloud storage $9.99 every month I dismissed the photo stream email as I was sure I was taken care of.
my images all of them were attached to my new phone when I set it up back in 2021.
my photos were and are supposed to be uploaded to my iCloud!
how is this possible that only photos later than February 22, 2015 are wiped from my account and not the others? I have been with apple since 2012 and all of my memories were here!
