Does shutting down the iphone delete safari history?
I am not able to delete my safari history with screen time and content and parental settings on so does anyone know if the shut down feature deletes the history on safari?

No, shutting down the iPhone will not delete your Safari history. You need to discuss removing that restriction with whoever put it in place on your iPhone. Or, don't visit sites that you don't want anyone else to know about.
