This bug has been going on for a while. AFAIK, it is not related to the Focus settings (which are all turned off). The 5 dots and home pages 2-5 disappear and reappear randomly. When the dots disappear all I have are the primary home page, the widget page and the App Library.

You don't have to set up a Focus so that it changes your Home pages. That's entirely optional. Go into the Focus in question, for example, Settings>Focus>Do Not Disturb>Customize Screens. The middle icon, if you have selected specific screens, will have a "minus" sign at the upper left. Tap on that. You will now see all of your Home screens even if Do Not Disturb is enabled.

Turns out it was the “Do Not Disturb” setting. Just because one doesn’t want to be bothered by dings and rings doesn’t mean one doesn’t want to see back home pages. Really doesn’t make sense to me. Case closed.
