Stuck in target disk mode

I was trying to install the latest version of iOS and it told me I did not have enough room on the disk so I went through the disk, cleanup and deleted, iTunes and iMovie and several other apps. I do not use on this computer. Now it won’t start it keeps coming up in target disk mode or on a restart loop

iMac, OS X 10.11

Just to confirm, when you say that the iMac is booting into Target Disk Mode, are you seeing a circle with a lightning bolt icon in the center, or are you seeing a different icon?


If seeing a different icon, check out the steps in the following resource that may be able to help troubleshoot or isolate the issue further: If your Mac doesn't start up all the way - Apple Support


If you are seeing a circle with a lightning bolt symbol, you may need to try reinstalling the OS X software from Recovery with the steps in this next link here: How to reinstall macOS - Apple Support


Other macOS installation options
When you install macOS from Recovery, you get the current version of the most recently installed macOS, with some exceptions:
* If you just used Disk Utility to erase your startup disk, you might be offered an earlier compatible version of macOS.
* On an Intel-based Mac, if you use Option-Command-R during startup, you might be offered the latest macOS that is compatible with your Mac.
* On an Intel-based Mac, if you use Shift-Option-Command-R during startup, you might be offered the macOS that came with your Mac, or the closest version still available. 
* If the Mac logic board was just replaced during service, you might be offered the latest macOS that is compatible with your Mac.
