Find My iPhone system

If I put my iPad in my suitcase can it be tracked like an AirTag if it’s connected to my Find My iPhone system?

You can add your iPad to the Find My system.

For an iPad, Find My can work either through the Internet (if the iPad has an Internet connection), or through the Find My network system (see support article). However, if your iPad's battery charge gets too low, your iPad will stop sending location updates.

AirTags also need power, though less of it – they're supposed to work for about a year on each battery.
