How many times can you change your Apple ID Region?

There is no limit. But you do need a valid and verifiable payment method from each region you want to change to.

You also need to cancel all subscriptions and spend any account balance before you can make the change to a new country.

I don’t think it is limited.

Each change is a hassle though: different Store content, new subscriptions, new payment methods, no access to some online previously purchased items (until you change it back).

You may be confusing "regions" in Apple ID with "regions" in some media devices like DVD players. The latter has a limit of five changes I recall.
