Troubleshooting Calling Going to Voicemail:
A. Disable Screen Time.
Is Screen Time enabled? If Screen Time is enabled, then that may be getting in the way here. Screen Time can filter out access to info and apps.
B. Disable "Silence Unknown Callers":
If this person is not in your Contacts List, then see if you need to disable Silence Unknown Callers. Go to: Settings > Phone, then scroll down, tap Silence Unknown Callers so that it is greyed out. Go here: Detect and Block Spam Phone Calls - Apple Support. As it reads: "Calls from unknown numbers are silenced and sent to your voicemail, and appear in your recent calls list."
