We think it's great that you are trying to help your friend recover his account and hopefully information we provide can further assist. First, are you using these steps to help your friend as their recovery contact?

Help a friend or family member as their account recovery contact

On your iPhone under Settings > [your name] > Password & Security > Account Recovery, then you tap your friend's name and tap Get Recovery Code. If that's where you mention that nothing happens, you might need to restart your iPhone and try that process again. Sometimes a simple restart will resolve an issue like this.

You can also force close Settings, then restart to see if that helps.
