My iphone xr has an apple icon stuck on screen. I have tried everything Apple advises. Any suggestions?

When you have already "tried everything", it is time to make an appointment at the Apple Store or take the phone to an authorized Apple Service shop. You can find authorized locations by using the link below:

As we have no clue what "everything is" you've tried, would one of those things have been a Forced Restart?

To have done that, you would have:

1. Pressed and quickly released the volume up button
2. Then immediately press and release the volume down button
3. The immediately press and keep holding the side power button and keep holding it until the screen goes completely dark and keep holding it until the Apple Logo reappears, then let go of the button (this can take several seconds)

If yes, you did indeed to that and the Apple Logo is still stuck on your screen, then it's time to schedule an appointment at your Apple Store Genius Bar for service options
