Why does Apple always think the OS needs to be smarter than the user and then fails at doing so?
I currently want to keep my Macbook Air M1 at 80%, but when plugging it in, it keeps charging beyond 80% to 100% and there is no way to manually tell MacOS to not do this.

If you take your Mac on and off power, macOS will assume you want it at 100% for when you are off the charger.
You can get AlDente to limit your battery charge to whatever percentage you prefer.

You do not have to micro-manage the battery charging.
BHM (battery health management) is dynamic not static.
It would be detrimental to lock your Mac at one specific charging % as you suggest.

Let the software work for you.
The rule of thumb—if you are near the mains leave it plugged in, if you need the portability then run on battery only.
That's it, full stop.

As you can see, if you stick to Optimized Charging and don't try to control when it charges and when it doesn't, it will learn the behavior. I have included this pic that shows it has learned that my MacBook Pro is not off of the charger much and even though it is connected to power, it says it is on hold and only charging to 80% when clicking the battery indicator in the menu bar.
You are worrying about it too much. Your computer will prevent the battery from overcharging. It will not continue to charge even when plugged in. You are correct you cannot control the charging behavior, so just let it happen and enjoy.
