Yes it will manage the backups.

If you have moved from an older macOS to a new macOS there can be an issue, or the drive is corrupt in some manner...
you can start a new drive as TM backup. Back up your Mac Back up your Mac with Time Machine - Apple Support
or
erase, reformat, initialize the old drive as new and start over with a new backup
