Got iCloud+.. Won’t let me turn it on for photos?
Got iCloud+ so I could upload more photos. It won’t even let me turn it on for photos because it has too much data, despite having almost 50gb free in iCloud+.

It's telling you you are trying to store 55GB of Photos and videos, but you only have 48GB available. 55GB is more than 48GB. You cannot store 55 in 48.
Click on Upgrade Options to get more storage for your photos and videos or click cancel and delete some photos and videos so they add up to less than 48GB and can be synced to iCloud entirely.
