Dotted line appears in Notes when Apple Pencil 2 touches the screen

Dotted line appears on the left side of the screen when touching Apple Pencil 2 to the screen. It's a new iPad Pro 2018 11-inch model with a fresh install of iPadOS and up-to-date as of July 13. The dotted line doesn't appear in screenshots or recordings. It appears in other apps but I first noticed it in Notes. https://youtu.be/-92xxur3VGo
