Apple just released a urgent security software update but fail to alert you to backup your MacBook Air as it wipes you desktop clean and puts it into iCloud. It also removed all apps that aren’t made by Apple that you have to go searching for.
Anyone else have this issue?
As mentioned by a previous contributor, only applied to macOS 13 Ventura.

Predicated on ALL the Options were enabled in System Setting >> Software Update

There should have been some type of a Notification Appearing as a Fly Out on top Right of the Screen
This should have allowed you to pursue whatever type of Backup Regime you use and avoid this issue

If the user has setup Time Machine Backup on a Scheduled basis - you can always Restore to a previous time before the " urgent security software " was performed
Restore items backed up with Time Machine on Mac - Apple Support (CA)
As for Alerting the User to backup there data.
If the data is that important
One should really use the 3 - 2 -1 method to really have better protection
3 Backups using 2 different methods and 1 backup Off Site
The above 3-2-1 method is predicated on each backup is preformed on a Regular Schedule and each to a different Dedicated External Drive.
Luckily I don’t have everything all in one place and I do have backups but I don’t have Time Machine backups. They don’t even have the backup feature in the Finder application like they use to. But I had no reason to believe that it would wipe all of my apps away as I’ve installed and updated this mac since 2018 with no hiccups.

I assume you meant to post in the Ventura Community since the recent Rapid Security Release only applied to Ventura and not Monterey. In any case, no one else has reported the issues you described, nor would installing the RSR alone cause such issues.
I’ve seen that Ventura is the latest update but for some reason, Monterey is the top latest for me. I’ve checked for any new updates and I keep getting that it’s up to date

So now my Mac has sort of gone back to a state before I updated the software, just by turning the laptop off and then on, but now the apps not made by apple are blocked.
Predicated on your early posting implying that the Apple RSR update was applied to this computer, something is off
That is because the RSR update only applies to macOS 13 Ventura
Perhaps a Screen Shot from About this Mac without serial number may help me understand better
