My old carrier has locked my first eSim and won’t unlock it unless I pay a balance I didn’t incur. I am curious if the “Available Sim” (IMEI2) can be used for service with a new carrier?

If your device is not subsidized by your 1st carrier (a.k.a. “Carrier Locked”) you should be able to add additional eSIMs (or nanoSIMs) from other carriers.
That said, you’d be best served to properly “settle” matters with your original carrier.
