Apple Watch wake on raise

Hi folks, my Apple Watch 3 has stopped waking on raise. I have tried all suggestions and nothing works.

I've unpaired my watch, I’ve reset, I’ve turned the raise settings on and off with no change.

Thoughts? I’m due for a new watch but this is still working fine except for the raise function.
