My text messages don’t say delivered

a Few weeks ago 2 people on my phone, when I tried to text them it would not say delivered. Then my best friend wouldn’t say delivered today. So I tried to do what all the videos said none of them worked, then I decided to factory reset my phone I did but those same people still don’t say delivered. And now new people I add to my phone just turn green. What do I do? Any help?

iPhone 13 mini, iOS 16

In order for a message to be sent as an iMessage (blue), both parties need to be logged into iMessage and both parties need to have an active data connection (either WiFi or cellular). Only messages sent as iMessage will say "Delivered". SMS messages (green) will have no status messages unless they can't be delivered at all.

So, the first thing you need to do is make sure that you have an active data connection. Then, you need to check that you are properly logged into iMessage in Settings>Messages. If it appears that you are, I'd suggest logging out and logging back in. Once you've made sure everything is set up correctly, see what happens.

I was unable to send iMessages through my Macbook Pro (got message "Undeliverable"), but able to send through my iPhone. To fix this issue, I had to goto Settings > Messages > Text Message Forwarding and enabled my device "MacBook Pro (Mac)" and it fixed my issue - Macbook iMessages are able to be sent successfully.

You don't need to have Text Message Forwarding enabled in order to send iMessages (blue) from your Mac. You only need that enabled in order to send text messages (green) from your Mac.
