I can’t replicate your issue.
Unless someone else chimes in with a new idea, I would suggest to contact an expert from the Apple Support staff for further assistance. Contact Apple for support and service (phone numbers) or start your support request online (chat/email/callback).
There may be promos for other shows before subscription content (for content from that same subscription). That often has a Skip button (for Apple TV+ anyway).
It shouldn’t happen for videos in your library (your own videos or purchased movie titles).
I do not subscribe to Apple TV.
I edited my video using Final Cut Pro Version 10.6.6 using Monterey Version 12.6.7. Then
used Compressor 4.6.4 and the result sent to my external hard drive. I tried another
video with the same result. Each time a Apple TV promo was included before I could watch the video.
If you open the file outside of Apple TV, do you see a promo?
What is the promo that you're seeing?
I also cannot replicate what you're experiencing. Any videos I play through my home videos just plays, no promo, nothing. When you first open Apple TV you may be on the Apple TV+ app which does play promos of shows in a loop but as soon as you navigate to computers those are no longer displayed.

Please try the Final Cut Pro forum and/or the Compressor forum for insights from users of those softwares.
That’s unlikely. When are you seeing the promo? On your Apple TV? Once turned on? Before selecting items from your library?
