Is there a way sync my icloud notes to be able to view on my apple watch for free? I am just wanting to view them on my watch not edit or add new. I found third party apps however they all seem to require subscription at a cost.

We understand that you want to view the Notes app on your Apple Watch. This app isn't available on Apple Watch. You can download a third-party notes app, but the Notes app from iPhone isn't available on Apple Watch.
You can find a list of built-in apps available in Apps on Apple Watch - Apple Support.
