Can I delete Photos and Videos from my iPhone and still have them on iCloud? I need storage.

so im not able to download apps or take/save photos/screenshots. due to lack of storage went to goto manage it says 127.3GB of 128GB used of which 72GB are Photos & videos. So my question is if I back them up to my iCloud. Are they then Essentially “Duplicated” ? Like I could then delete then from my phone and still have then in iCloud? Or could delete from cloud but still be on my phone? Sorry probably stupid question but just want to make sure I’m not going to lose my photos

iCloud is a synchronization service. If you sync with iCloud and delete a picture, it is deleted everywhere.

You may wish to optimize photos (settings > photos) which can substantially reduce the size of your library on your phone by reducing the resolution of photos on your phone and keeping originals in iCloud
