I just want to record long videos in my phone but I don’t have the storage and I want to see if I can keep my photos and videos in iCloud storage and delete them from my phone

No. If you delete photos or videos from any device connected to iCloud Photos, that is taken as a request to delete them everywhere.
If you have a computer, you could use it to make copies of the photos and videos, copies stored OUTSIDE of the system Photos Library. Then you could delete the Photos Library copies (freeing up space on your iPhone), and only the local copies on the computer would remain.
