How do i delete photos and videos from my phone if they are already in the icloud so that i can have storage on my phone?

iCloud is NOT a archive service. It is a syncing service, so when you sync photos to iCloud, when you delete them on your iPhone, they delete everywhere you sync the photos, including iCloud.
If you need to remove photos to get space, transfer the photos to your computer directly for safe keeping.

You can also use a photo backup service such as is provided with Amazon, Google, Carbonite, DropBox, etc.
