I can’t unload Safari?

Safari can't be deleted, which was my understanding. It's part of the whole operating system. Maybe you just can't find the icon on your screen.

Or just do a search in the Apps. Safari shows up as a "Utility" when I do a search in the Apps.

If it is in your App Library, scroll all the way to the left and type "Safari" in the search field. It can be dragged from the App Library to any of your Home Screens.
