Hi I am thinking of purchasing i watches for my kids as we will be traveling to Europe . Looking for ways to keep track of them as they are getting to adventurous ages

If you are thinking to use Apple Watches as a tracking device I think your plan may be doomed to fail. Based on the time you posted it is likely you are in North America (because Europe and most of Asia is asleep) and the North American versions of Apple Watch are not compatible with European cellular networks.

Apple Watch - Carriers - Apple


That means an Apple Watch visiting from USA will behave like a GPS-only model and will not have standalone cellular communication. It must communicate by Bluetooth to its individual iPhone, Family Setup from a parent's iPhone does not work in this situation.
