Any Rapid Security Response update comes with no new features. You can tell if it's a Rapid Security Response by the (letter) at the end of the iOS version. These updates are to fix vulnerabilities within iOS. (a) was a Rapid Security Response to address a vulnerability within Safari, more specifically "Processing web content may lead to arbitrary code execution. Apple is aware of a report that this issue may have been actively exploited."
However very few websites weren't loading after the Rapid Security Response and some users experienced issues loading. (c) was a Rapid Security Response to address this issue while still patching the vulnerability addressed in (a).
