i was saved it on my iphone locally. but i forgot to back up it to cloud. i reinstall my os 16.5.1 to my iphone and so i entered my icloud on my pc. but i couldn' t see my locally backup. and now when i try to enter my icloud user name and password to my device; it requests my recovery code. but i lost it as much i told before. what can i do? i' ve a lot of important items in that account.

If you can't get access to a trusted device then this applies --> "Using a recovery key is more secure, but it means that you’re responsible for maintaining access to your trusted devices and your recovery key. If you lose both of these items, you could be locked out of your account permanently."

- If you forget your Apple ID password and do not know your recovery key, you can try to regain access using your trusted device protected by a passcode.
- "You can [then] generate a new recovery key from Settings or System Preferences on a trusted device signed in with your Apple ID." See the article for details about how to do this on different types of equipment (Apple equipment only).

Sorry but i’ ve only öne trusted device and it requests mu recovery code. I can’ t enter another device without that code.
This sounds a bit like you wrote the safe combo on a piece of paper …
… and then then locked the paper in the safe. 🤔
