Flaw in security update

If you are unable to update your iOS, try these steps:

1. "Go to Settings > General > [Device name] Storage.
2. Find the update in the list of apps.
3. Tap the update, then tap Delete Update.
4. Go to Settings > General > Software Update and download the latest update." If your iPhone or iPad won't update

This does not work. There is no update in the list of apps. That said, that is not the problem. The problem is, when I go to update, the “install update” at the bottom is greyed out and below it the message says I need to be connected to Wi-if, which I am. Makes no sense. There has to be a flaw in the latest iPadOS version…or something.
